The war caused significant damage to the critical infrastructure of Ukraine and reduced its economic potential. At the same time, it has opened up opportunities for the renewal of many sectors, such as energy, metallurgy, urban development, agriculture, etc. The prospect of creating a new modernized economy depends on the ability to attract investment at a level that independent Ukraine has never reached before, namely 30%-40% of GDP over 10+ years. In particular, attract investment in development projects, not just the restoration or rebuilding of existing assets. To understand whether it is realistic, we will discuss what the investment policy of Ukraine might look like in the next 5-10 years. Is it possible to attract substantial investment today rather than after the victory or European integration? What can the government and the private sector do?
